The pardon covers Hunter. I am sure the investigation will, if allowed, uncover that Hunter never acted alone. While he may have immunity, as will papa Joe, there would be a lot of fallout and a real investigation might compromise the effectiveness of the "family". Do you really think Joe is the mastermind? I don't. I don't see Hunter as the boss, either. This puts The Family in an interesting situation. If they want to use the power of presidential pardon to protect the real bosses, that would mean revealing the identity of the real bosses.
We've had presidents issue a slew of commutations and pardons on their way out before. Obama issued nearly 2000 pardons and sentence modifications in his terms, not even close to a record. Trump lagged behind every president in recent history except GW Bush at 237. We might see a much larger number in the next term if Trump keeps his promises to seek justice.
BTW the record I think is Jimmy Cater who issued the record clemency actions at over 200,000 for draft evaders (many of whom claimed to be political prisoners). Biden issued more than 6500 pardons for "simple possession of marijuana" which is the height of hypocrisy: marijuana remains a Schedule I drug. While in congress Biden opposed every effort to remove marijuana from the controlled substance list, as has his party for decades. The fact is most of those pardons would have not been needed had The Party allowed the right thing to be done and passed the bill that removed marijuana form the controlled substance act. But I digress...
Real justice for the Biden extended family is unlikely. It's kinda like buying a lottery ticket, it is sure fun to speculate what life would be like if it happens ;-).
