If this is true (and I fear your interpretations are accurate), what I don’t understand is why there aren’t 100s of lawyers pursuing this. You’d think dreaming of a cut of a massive settlement for all the people coerced or forced into taking the vaxx would be too tempting to resist.
I'm getting solicitations from law firms preparing law suits for vaccine injuries---based on the liability waver being invalid because of fraud by Big Pharma and the Public Health Agencies.
Who would they sue? Government absolved all vaccine makers of liability. Good luck suing the government. Any settlements will be paid with OPM extracted through taxes...

Gov gets sued. To the hilt. And the perps go to the slammer. Think of it as a tax rebate. ;)
I would- and I mean this sincerely and literally- pay a tax premium to fund expedited trials and sentencing for as many of them as possible.
