The assumption that locally sourced swat snipers were supposed to be on the roof and occupying the building would render all "odd" occurrences in and around that building to be "not a threat".
If an assassination conspiracy were afoot...all it would take is one of those local snipers to say "it's too hot up here" and leave the ladder up for anyone who might want to use it. Nobody else would need to be involved.
And even when rally goers were yelling about somebody being up on the roof....all other law enforcement officers (including secret service) would say, "well of course! It's a swat sniper dummy."
