The Constitution is supposed to be changeable, but only via Amendments.
The idea of the Constitution is pretty simple:
1. List all the powers of the federal government.
2. Make sure to say that ALL THE OTHER POWERS BELONG TO THE STATES AND THE PEOPLE.
