Who knows, but it's highly possible. This entire state has had mailed ballots for the last few years. In my county it started as "an experiment" but it soon became permanent! Unfortunately, a lot of people think it's useless to vote any more so they don't. It's depressing because the Newscum party controls the offices of governor, secretary of state, attorney general, and both parts of the legislature. Right now the California senate has 29 Dems and 11 Repubs, and the Assembly has 61 Dems, 17 Repubs and 1 Independent. Voter turnout is generally fairly low and you pretty much know who will win in any election. It seems like things here are beyond the point of no return, not likely to change because of the imbalance and of course, the fraud. So the Dems get and do whatever they want and the Repubs have less than zero impact on things. This is what the Dems plan to do to the entire country....make America a one-party government country. It's happening right under our noses, but of course the rabid Dems I know are quite happy about the prospect as they don't believe there is more than one point of view....the right one, which is of course THEIR point of view.
I sincerely doubt Newscum came by his win honestly. No doubt Aunt Nancy pulled a few strings for him.
