Yet, commercial landlords, like multi-family community owners, can protect their "asset values" by denying residency to sex offenders. Often, they consist of a group of investors who don't even live in the state or country (I used to work in that industry, and my sister still does.) Yet strangely, individual homeowners and HOAs have no such authority as it would be in violation of sex offenders' "civil liberties," which are prioritized over victims and children, of course. I have not confirmed that all 50 states are the same, but I know at least half are because the companies I worked for had properties there.
