Correct me if I am wrong but my understanding is the vaccine manufacturers have indemnity immunity across the board thanks to the 1986 National Childhood Vaccine Injury Act. And that the Countermeasures Injury Compensation does the same during the “National emergency” pandemic.

I think this is all purely profit driven and enabled by the agency capture that has deepened during the pandemic.

You are correct. When the "National Emergency" ends (which it will likely never do under this administration but it likely will someday one hopes) then the NCVIA will become applicable...BUT ONLY IF THE DRUGS ARE LISTED ON THE PEDIATRIC IMMUNIZATION SCHEDULE. That is why they are so desperate to give this shot that clearly does not work to children that clearly do not need it. Everything else at this point is just smokescreen. Without liability protection they are likely toast as the effects of the shot show increasingly over the coming years.

I just cannot imagine the sums of money changing hands to make sure this gets done. Compared to the amounts for which they would be liable, any payoffs would be chicken feed.

Power corrupts and absolute ("emergency") power corrupts absolutely. Throw in some money as well and you have what we have.
