My sister lives in Ireland as an expat since 1974. She is now poor. I may send her this article. The insertion of who this post talks about in Ireland is harming my sister as well as the country but I don’t think she sees it. Her ultra liberal brain won’t let that happen. She can’t come home because she never worked here and would probably have the US tax man on her. As a USA citizen she may not be entitled to the “benefits” legally that illegal aliens get here in Illinois for free.

US citizens are required to report their income to the IRS no matter where they live, unless they renounce their citizenship (and then you owe an exit tax). If she never filed a tax return, she could be tried for tax evasion.

If she's poor enough and didn't owe taxes, there's no tax evasion issue.

This is true. If you are under the filing threshold you have no obligation to file. Nowadays the limit is pretty high, however prior to the TCJA (before 2017), it was pretty low. There is no statute of limitations on willful tax evasion.
