It started out that way from the beginning. There are pictures of the hand with the torch affixed to a small building where tourists could go up to the balcony on the torch while the rest of it was being built. Supposedly one could go up the arm to the torch once, but it proved to be too unstable and now you can only go as far as the tiara.
