I think that people sometimes underestimate the influence that US government policies have on other western oriented countries.
Yes, there was plenty of money involved.
But many countries simply followed the US lead and copied what we were doing (not exactly, but in a general way). They looked at the recommendations from the CDC, NIAID, and the FDA and basically said ‘yeah, that looks good... we’ll try that’
