TLDR: the transfections are NOT *legally* classed as drugs. They are 'CoViD countermeasures', purchased under Other Transaction Authority by the DoD. This means that clinical trials are NOT required. Neither is FDA approval. The whole trial and approval thing was an elaborate charade.
So to bring a case of fraud, you have to make sure you're accusing the right people of the right crime under the right legal framework. In other words, it's *another* bait-and-switch.
