I don't know if there is an official definition of severe. If you are talking adverse reactions reported by a doctor it is 1 in 100 (190,000 per 20 million people). Severe enough to justify a visit to the doctor (I know of many people who felt like crap for two or three days after getting the shot but never went to the doctor).
The FDA has some concrete numbers. Interestingly, heart rate greater than 130 counts as a severe adverse event, but for severe covid only 125 is needed. For breathing it goes the other way. 30 breaths per minute is needed for severe covid, but only 25 is enough for a severe adverse event.
"Scheme" is the right word. It's a pre-emptive deflection. $640k for being disabled, what a bargain.
And oh how I've come to hate that vacuous media phrase "Doctors say ..." What an incredbily weasel way of stating your opinion while appealing to authority. "Experts say 99% of reporters and commentators are cannibals." Well, experts said so, so it must be true!

It happened before. The 1918 Spanish flu claimed the lives of many people in the prime of their lives, particularly those aged about 30. The leading theory is that they were exposed to the Russian flu as young children in 1889-90. When the Spanish flu came along, it was close enough to the Russian flu that the immune system said “no problem, I’ve seen this before”. The immune system was wrong and launched the wrong defence. Chew on that for while and let’s see whether the cat comes up with a ball of yarn or a hairball.

The actual number is likely waaaay higher than that if it's anything like VAERS, since 5-10 times that number are not even reported.
