It’s typical bureaucratese, the form is there, but there’s nothing forcing you to fill out. In fact you can shred it when you exit the airport and nobody collects it, nobody wants it. It’s there to make you think they’re doing something, they do nothin, fire them all and remember, government is theft.

You do not have to fill it out, but many people do because they are told to. No one collects them and no one asks for them

They also have a paper form. I filled mine out diligently, but my colleague wrote in Mickey Mouse, 555-1212, etc and no one bothers to check - drop it in a box leaving the gate area.

these forms typically have some small print legalese referencing a specific code. Since the form has solely "I hereby attest, under penalty of law," and since I'm lazy ... anyone have a pointer to a law where this form is required? There's nothing apparent in this form.

This is what happened when they tried this crap in a Maskachusetts:

"The state said that 419,214 people who've come to Massachusetts since Aug. 1 have filled out the Travel Form.

That includes visitors to Massachusetts as well as residents returning home from high-risk states.

But compare that number to the estimated 1.3 million people who have flown into Logan during that same time period.

While they didn't all come from high-risk states, it's three times the number of people who filled out the travel form, and that doesn't include those who arrived here without getting on a plane."
