the current executive order, part of a regime still in effect as an emergency power 21 months after this all began, requires all venues, restaurants, bars, and large events to require proof of vaccination to enter. (or be forced to run at 50% capacity)
all school children over the age of 5 will be required to be fully vaxxed to attend school. they must be at 2 doses + 2 weeks by the end of feb.
this is clearly ineffective, because, of course, covid vaccines do not stop covid spread.
but there was, perhaps, some doubt that the government knew this. sure, they still required masks until you sat down in restaurants (and all day and even outside at recess for school kids) which was a bit of a hint, but perhaps that was just talismanic fixation.
but now, doubt has been removed.
ever since rumors (entirely anecdotal best i can tell) that the bad bunny concert the other night was some sort of super-spreader event despite requiring proof of full vaxx from every single attendee the health department has been making ominous noises.

but this is all kabuki virology. covid is already endemic. nothing is going to put it back in a bottle or could even if they tried.
it also once more underlies that these programs were put in place with no assessemnt, failure, or stopping states. there is no standard for “working.” there is no standard for “failed.” there is certainly no data of any kind that seems sufficient for the vaccine mandates to be terminated. “if cases drop, keep doing it! if cases rise, do it harder!” is not much of a heuristic. it’s certainly not public health, much less science.
this is the weakest of weak sauce and a dismal and disappointing showing even from the disfunction junction crew of PR politicians who routinely do things like steal 1/3 of the grant money, lose piles of aid supplies from maria and forget about them in some warehouse for 2 years, and even flat out misplace the san juan police helicopter and not be able to hand it over to the new mayor (yes, that really happened to carmen. it has still not been found.)
