I really wish that was true, but it's not - most all European nations followed the USA's lead in shuttering institutions during the 1980s and 1990s.
The routine is, when the psychiatrist assigned the case deems the offender not an immediate danger, the offender is released.

The reason is, incarceration is a lot more expensive for the system than drugs, and letting innocents become victims.

Yeah, I have that opinion too, which I stated in a reply to another commenter. I forgot to include the judge, who is just as culpable. Leftist judges not doing their jobs fairly need to be held accountable, and their punishment should be exactly as you say.

Stories like this one make me very angry. It's why I have a concealed carry license. Perhaps Armed Citizens will succeed in being the final defense against this government-assisted violent psychosis. The book Suicidal Empathy by Gad Saad is released today. I just bought a copy. Hard cover, audio and kindle are available. I had no idea this was the release date. You could not buy more on point publicity than these crazy news cycles.
It appears that Gad Saad created the term "Suicidal empathy" to describe the unfettered indiscriminate immigration policies apparently encouraged by western countries, which is leading to the 'suicide' of those nation states as they are known.
It's more than just empathy, it's fear. If we hold guys like this accountable, they are accountable to US. We have to be responsible for picking them out, picking them up, and then trying to fix them. When we realize they can't be fixed we are going to have to warehouse them somewhere - jail or mental institutions - and all of that is fraught. Fraught with failure and the acceptance of realities that make us deeply uncomfortable. We prefer denial. Denial is a force more powerful than gravity. It takes a lot to snap people out of it, especially when their identities are SO tied to the lies they tell themselves about who is good and why. Scary stuff.

I really wish that was true, but it's not - most all European nations followed the USA's lead in shuttering institutions during the 1980s and 1990s.
The routine is, when the psychiatrist assigned the case deems the offender not an immediate danger, the offender is released.

I've lived where there was an arsonist living nearby. When he had a psychotic break, he set fire to his apartment in the high-rise he lived in. Then, he was put in an institution for six-nine months, and then he was released. And then, after about two-three months he had another psychotic break. Rinse and repeat.
The reason is, incarceration is a lot more expensive for the system than drugs, and letting innocents become victims.
After centuries of confining nut cases, for their own protection; and to minimize the damage they did, we released them into society. This psycho release happened nearly simultaneously throughout the "western" countries.

Many Western countries did reduce inpatient populations, but the U.S. had one of the fastest and most extensive reductions, with fewer safety nets for patients. Most other western countries mitigated negative social outcomes better than the U.S., where homelessness of mentally ill individuals became more prominent.
In many western countries, a mental health tribunal or mental health review tribunal, provincial mental health review board or a family court and district inspectorate or a civil court review and revoke involuntary hospitalization and treatment orders.
The U.S. is somewhat unique in variability: some states require courts; others allow physician authority for short-term treatment with later review.
I don't mean to come across as being all "uhm actually", but I remember when the institutions were shut down here in Sweden (can't testify to how the time-scale looked in other nations on this continent):
It took five years, 1990-1995, to close almost all such institutions. Only the emergency-wards for people undergoing psychotic episodes and similar, and suicidal patients were kept open, but at much diminished capacity, and maybe 1/10 of the capacity of the asylums for the criminally insane was kept going.
Thousands of people, many who had lived their entire lives in these open-air institutions (that weren't much more horrible than a student dorm or a bachelor collective house) were placed in county-owned apartment blocks and left to fend for themselves.
Within a year or two after release, almost all of them were homeless after being evicted for not paying the bills on time, or at all.
Within a five-ten years after becoming homeless, most were dead. Diseases, violence, hunger, substance abuse - and the no. 1 slayer of the weak up here:
Winter.
The city I lived in (Malmö, ca 300k inhabitants) had fewer than a hundred homeless before "Psykiatrireformen"; after, it suddenly had over 2 000, most of which lived in ramshackle encampments on abandoned industrial sites or down by the shuttered docks and shipyards.
The reason that the people released received no support was a bureaucratic snaggle of sever Catch 22s, all of which were well-known beforehand thatthey would happen.
And the authorities did nothing to fix them, and just let it happen.
I saw all of this happen, because during those years I worked part-time as door man/bouncer, and as a paper delivery-man (it's done at night here, 0230-0530) and while doing other odd jobs on the seedier underbelly of the city (clean-up crew after people've been found dead after lying about for days or weeks fe.).
The only review done, was a panel put together by politicians who appointed psychiatrists involved in the project. It concluded that they had done nothing wrong.
Again, I don't mean this as some kind of "gotcha" or pedantry. It's a topic a bit too close to me, for me to be objective about it, so if I seem acerbic, I just want to say that any such sentiment is not directed against you.
