Personally, I'd put it that learning NOT to lie is part of "necessary development", because it's just human nature to instinctively try to lie about things as soon as you realise you could gain by doing it. Then you have to learn that actually, people will discover your lies and it will be worse in the long run...

(IMO, someone who admits that they lie sometimes is likely to be more honest than someone who says they never do...)
