The US Constitution allows a 35-year-old to be president because most people of that era didn't live very long. ;) And I would wager the average 35-year-old of that era had more practical experience and wisdom that 35-year-olds of today.
It's definitely true people matured earlier in the past. However, life expectancy was not severely different if you exclude infant mortality.
I think cm might be referring to the warring going on at the time. And the witch burning (witches were health focused) etc
