A while back, I was perusing the NYT Covid statistics and what really stood out, especially in California, is the sheer number of outbreaks and cases related to prisons and old folks homes. It occurred to me that this may be a pandemic driven by institutional irresponsibility, where the state, ultimately responsible for these victims, either directly (prisons) or through regulation (old folks homes), are allowing the the virus to run rampant in those in their care and then using the statistics to impose restrictions on the rest of us.
