It's remarkable to me how newly elected persons of all levels (local, state, federal) quickly adopt the emperor attitude. Someone who worked with a new governor told me that they spent half of the first year of his term convincing him that he wasn't on his way to the White House. The first sign of a kleptocracy incipient is certainty in abuse of power.
