π¨ And when havoc strikes it is the ones who are officially in charge who often freeze or come unhinged. That's when the true leaders who might not be near the top simply because they have the good sense to avoid competitive, back-stabbing people, rise to the occasion and assume the role of hard, risky leadership that no one else, in times of crises, really wants.

There was a SubStack post (I think) about exactly that but I struggle to search for older posts not remembering who posted.. The takeaway was that it is a side effect of crony capitalism. Bad leaders use eloquent idiots to promote them until a time comes that the eloquent idiots oust them and remain in power without having any skills to govern even in a despotic way.
I suppose this leaves the reigns free for the elite to manipulate as they please.
Yes in deed, thank you, reading it again it still makes sense and when we mesh it in with Mattias Desmet's explanation of "mass formation" as a way that the voters also fall in line we have a situation that is near unstoppable.
The problem is that there is no people who are ready, willing or even able to asses facts or truth, how can they be reached when they wield enough power to cancel anyone who tries to educate them or the voters?

Not sure if this is what you are remembering, but it does articulate much of the same themes:
