That means they have someone they can control. Yes, this is why NO ONE should be advocating for Kevin McCarthy to be Speaker - a disaster! I've seen Republican Reps who understand this is a disaster, talk about it, and are in disbelief that so many other GOP Reps are just shutting up about it - I expect McCarthy is tied to the big donors somehow, so they are all afraid to touch him.
